How the conversion works
The converter does not use a fixed offset table. It asks your browser's implementation of the IANA time zone database for the offset that applies on the specific date you are converting, then solves for the UTC instant that matches your input. That is why a 9:00am meeting in March and the same 9:00am meeting in November can land on different hours in the destination city — European and North American daylight saving schedules do not align.
Cities that share an offset but not a clock
Several pairs in the list sit in the same UTC offset yet observe different daylight saving rules (for example Western Europe and parts of West Africa). Those pairs are identical for half the year and one hour apart for the other half, which is exactly the case a hardcoded table gets wrong.
